Sides, one by one.
If the boundary is made of straight pieces, the walk breaks into those pieces. Add every side length once and the total is the perimeter. This works for any closed figure with straight edges.

In a rectangle the length appears twice and so does the breadth. One of each is half the journey. So add a length to a breadth and double the result: 2 x (length + breadth).
One round, then many.
One round of a closed track is exactly its perimeter. To find a whole run, work out the perimeter first, then multiply by the number of rounds. Never compare runners before both totals are out.

The distance run depends on the size of the track and on the number of rounds. When two numbers are multiplied, looking at only one of them tells you nothing about the answer.
Perimeter is the distance right round a closed figure. Add the side lengths, or use the short cuts: twice the sum of a rectangle's two sides, and four times a square's side.
